Abstract
Regarding the meaning of human rights, there are two general approaches in philosophical theories. The dominant approach so far has been the moral point of view, which traces the origin of human rights to natural rights and considers them rights that are granted to people because they are human and to protect their human dignity and agency. On the other hand, the second view, does not believe in the necessary connection between morality and human rights; Rather, he considers the observance of human rights as a condition for the legitimacy of governments in the international system. This view considers the function of human rights as important and if governments do not adhere to human rights, it is possible to intervene in their affairs and even attack tthem. According to this view, human rights are essential rights that limit the government's sovereignty, and their list is shorter compared to the rights included in the constitutional laws of democratic systems. The political view of human rights has faced challenges and criticisms despite the attractiveness of dealing with the violating government. This article, with its descriptive-analytical method, tries to investigate the different dimensions of the political conception of human rights.
