Abstract
With the increasing expansion of cyberspace and the increase in cyber threats globally, cyber capacity building has been placed on the agenda of governments and international institutions as one of the key elements in strengthening digital security. One of these institutions is the European Union. The European Union, given its multinational structure, has also made extensive efforts to enhance the cyber capabilities of its member states; however, the capacity building process faces numerous challenges. In this study, the authors will address the most important challenges of the European Union in the field of cyber capacity building using a descriptive-analytical method. The results of the study indicate that the challenges facing the European Union include the heterogeneity in the level of cyber development and capability among member states, the shortage of specialized human resources, the lack of an integrated legal and judicial framework, dependence on foreign technologies, and poor public awareness of cyber threats. In addition, the increasing complexity of cyber attacks and the changing nature of threats highlight the need for dynamic and flexible capacity building more than ever.
