Abstract
If the invention of the steam engine which led to the development of factories and the creation of the social class of workers, is considered the moment of occurrence of the First Industrial Revolution and the birthplace of the creation of labor law; if the utilization of electrical power is regarded as the herald of the Second Industrial Revolution and the technological core of inventions such as internal combustion engines, the completion of transportation networks, and the foundational precursor of international trade law; if the widespread use of computers and the proliferation of the Internet are deemed the basis for the realization of the Third Industrial Revolution and the platform for converting analog data into digital data and the creator of the system of intellectual property law and mass communication law; then we are now, with the formation of the information exchange system and the emergence of big data, at the heart of the Fourth Industrial Revolution, Based on the findings of this research “technology” is not the object of the law, rather, the law, and consequently the entirety of the legal system, is the subject of recognition and operation by the technological institution.
