Abstract
The Supreme Council of Cyber Space is one of the many councils that have been established in the political system of Iran. These councils, from the "Supreme Council of War Support" to the "Supreme Council of Economic Coordination of the Heads of Powers", all have common characteristics and regardless of their specific characteristics, they can be examined from the same perspective; This common characteristic is the creation of important and fundamental changes in the main arrangements of governance and therefore they are analyzed under the concept of constitutional changes. The Constitution of Iran, in articles(58) and (59), "acts of the legislative power" "through the Islamic Council" and "in very important economic, political, social and cultural issues... through all Asking and referring directly to people's opinions is considered unique. According to Article (62) of the Constitution, "people's representatives" are "elected directly and by secret ballot". The representation that principle (85) considers to be "permanent to a person" and not "assignable to another". Therefore, the main question is whether Can the establishment of this council and its effects on Iran's constitutional rights be considered an example of changing the constitution?
