It is difficult to provide a legal definition of doping which is why it is enough to provide a scientific definition. From a point of view, doping can be divided into two categories: doping by rouge individuals and organized doping. Organized doping has been prevalent in Eastern Bloc countries, including East Germany and the former Soviet Union, for years. Organized and state-sponsored doping peaked at the Sochi Olympics. Following the scandal of the Sochi Olympics In 2016, Grigory Rodchenkov, then a prominent expert on doping at the Russian Anti-Doping Agency, fled to the United States and revealed systematic doping practices in Russia. This led to various reactions from international bodies, with the World Anti-Doping Agency taking a prominent role. As a result of Rodchenkov's disclosures and the investigations by the World Anti-Doping Agency, substantial sanctions were imposed on Russia and its athletes. Despite these efforts, the United States felt that more needed to be done. This culminated in the passing of the Rodchenkov Act in December 2020. The authors describe this law as one of the most contentious pieces of legislation in the realm of anti-doping.
